I've ridden on this tramcar, and it's a great viewpoint from which to photograph the city. Here, I like the combination of shadowy passengers and the city backdrop, but the whole image is just too dark.
You don't say whether you shot this on digital or film, but either way what was needed here was more differentiation between the tones in the image. We need blacks and whites instead of the muddy shades of grey that you have at the moment.

Nice skyline outside but it's really too dark with muddy greys like Ben apyly writes : keep the silhouettes black and try to brighten the outside sight by one or two stops with levels in photoshop.
