Frankly I do not know what created the circular light reflections. The Washington Monument was undergoing repairs and had scaffolding surrounding it. One would surmise moving the camera would create the light lines, but then the Monument would be blurry.
Also note in the night sky a spaceship moving.
The logical answer - Twilight Zone......

Very cool that even under scaffolding they manage to make the monument look so appealing, a great idea to light it up like this! The swirling motions are rather strange. Beautiful reflection, and not every day we see a UFO over Washington!!

You have captured the Washington monuments pretty well.The fifth dimension and the UFO concept is pretty well applied here.It can be some kinda shiny creature wishing you happy New Year.But if I am not mistaken then it can be reflection off the protector lens too. Very well done. TFS.

You're capturing well this scene by a good composition and excellent tone/clarity, so it's interesting and impressive to see lighting/symbolic Washington Monument and magical light projected to the pond in blue hour. And, the reflection of trees draws out an additional good effect.
