Photographer’s Note
This image is taken of the White River that flows from the base of Mt. Hood and eventually meanders through the desert of Central Oregon. There is a very small park here that is for day use only, and there are a large amount of people that go here to swim in the river just downstream. There once was a hydroelectric plant here that has since shut down, yet there are signs such as gates, etc. that are still standing above the falls.
The best time to photograph this falls is in the early morning just after sunrise in the winter months as the sun reflects off the falls and the sky is filled with vibrant and soft pastel colors.

Very nice picture. My being from Oregon also, I like pictures of Oregon.
You sound like you have far more experience taking pictures than I do. But it would seem like if you had had a faster sutter speed, the water would have looked more "realistic" rather than all "run together" because of the slower speed. But on the other hand, you may have wanted to see it as it is. Good picture anyway.
