This picture was taken near the Old Town Plaza in Albuquerque New Mexico. The bags on the structure to the right of the tree are called Luminarias. They are small brown paper bags. The bottoms are filled with sand and a candle is placed in the sand.
Sadly I didn't have a tripod with me so it isn't the best picture.

I think you had a good idea with this one - but the light conditions have worked against you. A tripod would certainly have helped, ( I never have mine when it is needed ) The small blue card could be cloned out, as it 'jumps out' of the amber and gold colours around it. The effect of the soft light of the luminarias can still be felt.
