30 second exposure, used a black card to periodically block the light, and lifted it whenever a burst went off, then lifted when nothing was happening to let the city lights in.

These are fun and challenging shots. You've got great reflection on the water. I like the city lights and mountains on a dusky sky in the background. You could probably crop the shot a little without loosing anything important.
I've done a workshop to illustrate this point.
