In my honest opinion, to much centered.
You should have f/16 (or higher) and a lower speed (1/15?) to get a blurry effect over the water, since the lighting conditions were good.
I did some adjusts with PS_CS2, not so good since I haven't the original to work on it.
Hope you can get what I mean.
