No one else critted this. But even though it's a tough one, I know you are mature enough to take me saying "sorry, it don't work!" The tone of sculpture and the dome are too similiar, they just meld together, and the faces in the bottom are of course underexposed, since you didn't overexpose the sky. The light is indifferent and the clouds are not dramatic. I understand why you took it, it just doesn't work for me.

I must agree with CedarBough. I feel bad clicking the :| button, because it is the worst one to choose from. But if I read that it measn "needs improvement", I don't feel that bad.
CedarBough is right about the lack of contrast. I'm also bothered by the cut off crowd. Maybe if you had taken the photo few steps from the right or left, so that the tower of the city hall would also be visible, maybe that would have made it better.
