Photographer’s Note
Because Sacramento is in a valley, we get fog in the winter. It causes problems for drivers, but when you look at it from above it's beautiful. This picture was taken about 7:30 a.m. from the Cal/EPA building looking west toward the river, with the Railyards in the foreground. Steam is rising from something and the fog is just beginning to burn off as the sun rises.
