Photographer’s Note
I was taking pictures of the capitol right next to this building - and i liked how there were only lights on, on one floor. So i panned the tripod over and snapped this shot. I just liked how the lights lead your eyes through the picture. And the first thing that came to mind about why only one floor of lights were on...thus the title :)

Curiousity well awarded. Nice composition.Try dimming the lights a bit so the glow from under could be minimized.Why only one floor were lighted?. Cause you were going to take the photograph, right?

Very nice. When I view it, just looking at the lights, I see a sigmoidal pattern - much like the curve on a neat x/y graph. Darker exposure (perhaps using a higher F stop) would heighten the interest in this composition.
