Beginning of the nineties, the Mexican government introduced a system by which you weren't allowed to use your car one day of the week depending on the last digit of your license plate. The idea was to decrease traffic by 20% hoping to achieve some cleaner air around the city. Result was that many Mexicans just bought a second "cheaper" car with a different digit in the plate which resulted in more driven miles per citizen per year...
In 1997 (year when this shot was taken) they adapted the law to uplift the exemption for certain cars younger than 1993 and with low emission. This helped to get rid of "vehicles" as this one.
