This would probably be a nice night-time shot if it weren't for the filter effect. It's just too much of a distraction, and whilst it's eye-catching, it is for the wrong reasons. How about a re-post without the filter?

This wasn't a filter effect but zoom effect. Basically, you set your camera on a tripod. The lens set on one of the extreem focale. Use a slow shutter speed. And while you trigger, you start zooming out or in depending on the initial focale used.
I think it worked nicely on this picture.
