It may look as an incoming storm; but it's in fact a receding storm, the shot taken just after it, the beginning of the aftermath, as the sky opens up over the city.
The "hotels strip" of the city can be seen: from right to left the low building on the beach is the French Embassy, just by the tall Sheraton Tel Aviv. Then a cluster of 3 hotels, including the Holiday Inn Crowne Plaza and the Sheraton Moriah. The wide building back there is the Hilton. |

It really does look like an incoming storm (they do tend to come from the Med don't they?), the strong contrast in light makes the title appropriate, but no joke where you live I'm sure. Modern beachfront hotel architecture is the same old Costa del Concrete, as it is all around the world. Is this a scan? The quality seems on the soft side for a digital.
