I was told, ladies like to dress like that, it's a sort of tradition. These masks don't have a religious meaning, they were originally used by Portugese ladies to protect against sunburn (Portugese were expelled from Persia by King Abbas 1622).

Maybe they have the choice of the colors, at least... :-)
But definitely, the veil wearing in Iran is not as drastically regulated as under the Taliban. I am reading about this country lately, your photo adds imagery to my literary references.
