Reflection and contrast plays well on the scene, inspite the grey sky aloft.

I think 'Tyro' posted a picture of this interesting wheel last year. It is a most interesting piece of engineering. Your photo is excellent quality with lovely reflections and nice 'punches' of colour that stand out against the grey.

I know this place very well and I think that this is a delightful photograph of this interesting piece of mechanical engineering.
The trouble is that from this viewpoint (and I think that this is the best viewpont from which to capture a well composed image like this one) - you are looking almost directly south so, unless the sky is very favourable, it usually ends up being fairly bland and overly bright.
Yes, the sky here is a little bright and featureless but that deficiency is well compensated by the crispness and sharpness of your picture which really shows the "wheel" to great effect and with perfect colours and contrasts. The reflections in the water are delightful too.
