Designed by Arnold Thornley and built in 1907 for the former Mersey Docks & Harbour Board. It is the oldest of the 'Three Graces' that sit on the Pier Head and have come to symbolise Liverpool. The other two are the Cunard Building (1918) and, probably, the most famous one the Liver Building (1917).

Wow what a wonderful building so majestic I certainly never expected to see such grandeur in Liverpool... shows how ignorant we can be... although I did hear some years ago that Liverpool was undergoing a dramatic change to the docklands which is the case for many cities with docks - ports of call - I do have Liverpool on my list of places to visit when next in the UK.
A wonderful photo - excellent POV & clarity.
