Not much color from the grey sky, but there was enough contrast however that did catch my attention. While waiting for tourists to vacate this particular spot I noticed the virtual polar opposites of Big Ben & Parliament , being historical and agedů to the modern day technology of this gentlemans iPad, as he leisurely surfed the internet on the quai of the Thames.
For such different sides of the spectrum, it seemed very harmonious that the old and new coexist so well together.
Unfortunately due to the low light conditions and some fast approaching, even darker storm clouds, I had to open the aperture wide enough to allow an adequate shutter speed for a handheld shot, thus preventing the background from being in sharp focus!?

This is a fine composition, also colorful enough even without any really bright areas. The lamppost and the Big Ben frame the view very nicely and there is a good balance between all the major elements, including the man on the bench. In the foreground we have several nice diagonals. Personally I would rather stay in a cafe or a pub if I wanted to use my ipad on a wet day like this, but you should be grateful to that man for choosing the wet bench.

Typicaly in England, you can see an englishman indifferent to the rainey weather, sit calmly on riverfront promande reading his tablet, Jason.
Heavy clouds over Westerminister did not reduce any of it's beauty, as shown.
Nicely added the lamp-post on side, and line of small lamps frame above.

Hi Jason, very typical and very British in terms of its architectural texture and the grey weather which is quite usual in that part of Europe. We used to see gentlemen reading classical newspapers by the River but in this particular case there's a man with his tablet. Good harmony of modern and classical components at the background. Congratulations.

Another great and unique shot of a very well known place. You have a great eye for taking new angles on these places, and it's always a pleasure to see these buildings from the not so everyday point of view. Nice contrast between the scene as you say, you got a great scene to be fully able to appreciate the whole size and grandeur of this structure.

I have got the postcards from England. There is the clear blue sky, outstanding saturation and just unreal colours. But I think your photo is more realistic. Clever composition, excellent background!
