Generally in the UK towns the only wires above ground are telephone wires. All power lines are buried in the ground.
The 'H' in the bottom right hand corner of the picture on the lamp post is to indicated a fire hydrant. Unlike, for example in North America, these are hidden under covers in the street and identified by these signs.
