Hello Leslie - Now, I could rant on and on about mobility scooters and some of the people that use them ... they are a pet hate of mine. Each time I go to the UK, the more I see and to my mind many of them are driven by people who look as fit as fleas and quite able to walk! Pavements become congested and I have seen friends riding two abreast and the only way past is to step into the traffic. They are a great idea for those with a genuine need but I would make sure that everyone has to undergo a test a) for assessing the need and b) for driving lessons and courtesy. I told you I could rant on for ages!
This shot illustrates the issues quite well and you were quick to capture the moment. The man seems to be saying to the little, frail old lady, "Mine is bigger than yours"! It certainly is!

A small traffic problem with both elder people, but the lady has one slogan, go!
