Hi Marin,
you asked for advise.
1. Did you use tripod?
1/2 seconds means may be you didn't.
It will help a lot. You may get a very simple one. Or even try to put camera on the ground or a bench and use a self timer.
2. Check the exact sunset time for this place e.g. on yahoo weather. Come to the same place exactly half an hour after the sunset time, it is called here "blue hour". This is the best time to take night pictures, mainly because the street lights are in equilibrium with the natural light. Black sky is in most cases not too good for pictures.
In any case thanks for sharing that.
It is an interesting and rather unknown (at least for me) piece of architecture.
You will see a difference.

A good night shot. The exposure would have been difficult considering the variation of light. OE in some areas, as you yourself know. Pretty good for a handheld given the time of the shot. I am sure this would look great under the blue hour sky!
