It is unsafe to land aircraft with a very low visibility like this. The safe visibility should be around 1 statute mile visibility.

Actually the note is misleading, the minimum you stated is for a VFR (Visual Flight Rule) situtation. This being Frankfort it is probably a Cagegory III airport and supports a zero visibiliry, or nearly so, autoland approach.

As for the picture, it is not bad considering the moisture on the outside of the window...
