The Dancing house is a nickname for this building, of which the photo only displays half. If you look at the building as a whole, it really looks like a dancing couple. As this photo displays the female part, you could say you're looking under her skirt :-)
The house is also often called Fred & Ginger (after Fred Astaire and Ginger Rogers). This building was designed by Czech architect Vlado Milunic and Canadian architect Frank Gehry and was completed in 1996.
