Neat happiness on her face.
The scanning process damaged the quality of this otherwise great photo. Can somebody teach me how to improve it using Photoshop?

You ought to rescan it again because this pictures is so energetic. Realy, itīs saturday morning now here in Spain, usualy a day off but Iīve work to do and you picture is going to be in my mind helping me to keep going. Congratulations from Madrid.
PS: By the way, try to crop a bit the left part of the picture, in my opinion it doesnt add information.
