This is a really interesting shot.

Photographically, no criticism.
Presentation is rendered over-sharpened.
There is break-up (dappled artifacts) all along the lower boundary of the cloud, probably induced during post-processing.

A Photographer's Note would have made this excellent. Lacking any Photographer's Note detracts from viewer's appreciation of what this scene is all about.

Besides the technique, this photo gives me a lot of memory of the days when I used to cross by the area on the Renault buses named Phi Long, Tien Luc, Nam Hoa, during the late '50s.
