Photographer’s Note
It was a bit late when arrived this location. Found that there were no any suitable rocks for the foreground due to the darkness. And the colorful clouds were moving quickly. I decided to take a shot with a tele-lens and remove any foreground. The artificial lights provided a good base and were reflected on the water. Long exposure time (59 seconds) blurring the clouds. The white dot at the top was a star.
Usually I use a significant foreground in the landscape photos. This is the first time to take a photo without foreground. Hope you like it.

Very good result Jim!
The long exposure time was worth it, too - because the f/16 produced great star-shaped lights.
I also like the fact that all lines in this photo - including the clouds - converge to the same point on the left.
A beautiful composition.
