The pier is called Love Pier and this attract a lot of people come over to take photos.
The pier is one of the piers to take ferry to Cijin, a very close outluing island of Kao Hsiung.

People do meet and go in places like piers. Piers are romantic and memorable place for couples and even families.
I see lots of Taiwanese tele novelas here in Hong Kong, all revolves around cuteness and love...this image speaks for itself. I like the strong contrast of the love symbol across the blue harbour. Ey Happy Father's Day Mr. Yuen!
