This is Suntec's Fountain of Wealth in the middle of Suntec City. It's a huge round bronze ring with a 21 meter diameter and is 15 meter above the ground, kept up by four pillars. It's the world largest fountain. Water is pouring down from the ring to the center. It's build below street level.
At given times the waterfall stops, as you can see here, and then you can walk to the center part. 'Tradition' is that you put your right hand in the small fountain and walk clockwise 4x around it and then you may do a wish... or you will attain great wealth?! I don't remember anymore but there is an instruction sign in the center.
Suntec City has this fountain, an exhibition center, converence rooms, offices and a nice big mall. The foodcourt is build around this fountain. It's in the city centre.

I did not see this picture. This foutain is very strange, but the picture is excellent. The composition by levels is interesting and there is a good use of the several lightings natural and artificial.

I've seen the fountain but didn't know that it stops and one can make a wish in the small fountain. Thanks for that note! Nice picture, too. Wonder if the guy in the small fountain is making a wish =)
