Singapore's Sentosa island is an example that makes a "yes" answer to the above question possible.
Artificial beaches and small islands for holidaymakers, that can choose between various upscale resorts, as well as enjoy many of the island's attractions (my favourite was Fort Siloso), almost can make one forget the fact that Sentosa is situated in the middle of the world's busiest port.
