Photographer’s Note

The main street that leads to Divisoria is Claro Recto Street (formerly Azcarraga). It has a railroad track that is used sparingly. Freight trains travel there at night and very early morning. During daytime the track area belongs to everybody even to these little kids. They are shown here playing with found objects. Their parents are probably peddling in the streets. Why is this scene happening? Is it the fault of the parents, society or the government? It is way too much for me to comprehend. I took this while the car was moving slowly in traffic.
