The Taunggyi Balloon Festival is a big event at day and night time. During the day people have paper ballon competitions (the highest is the best). At night you can also watch balloons lit with candles and fireworks. But don't go to close to the crowds because fireworks sometimes explode befor balloons reach enough height. And sometimes balloons crash down in the crowd because they are lit by candles.
There are thousands of people watching the festival. Best way to get there is to share a taxi from Inle lake.
The photo is from street parade in Taunggyi. The boy / girl is dressed in Shan state PaO tribe style. Don't know exactly about the money notes. Maybe just decoration or perhaps gives luck ? Only very small notes or fake money.
