This structure is a part of Bibi ka Maqbara [Tomb of the Lady].
Standing right below it reminds me about the story mentioned in Genesis 11:1-11 -- about the tower of babel erected on the plain of Shinar in Babylonia by descendants of Noah. The builders intended the tower to reach to heaven.
