Diu is a small island just off the coast of Gujarat state in western India. Along with Daman and Goa it was a Portuguese colony until December 1961, when the Indian army occupied the territories. Along with Daman, Diu is now administered straight from New Delhi as a so called union territory.
The hands on the wall symbolize the Congress party. They remain there since the general elections one year earlier. The elections were held soon after the assassination of Prime minister Indira Gandhi and gave a landslide victory to the Congress party.
In India, as in many countries with a high level of illiteracy, every party and independent candidate in elections have their own symbol to help the voters identify them on the ballots.
