This Man was posing as Mahatma Gandhi and waiting for people to drop a few coins in the bucket kept in front of him. Its an innovative and more dignified form of begging but nothing more than that i suppose. May be its a common phenomenon in India but it was the first time i saw someone like this and hence the snap out of curiosity.
Where I found this -
Near Tirupati there is a place called Paap Vinashini Ganga. Its a small waterfall sort of a feature, trickling down a small height. There's a belief that whoever taes a shower under it is absolved of his/her sins and if this is done on a particular day of a particular month/ season (according to the Hindu Calender) one is absolved of all of one's sins since birth.
At the entrance of that place, there are couple of shops selling all sorts of artefacts and that was pretty much where i saw this one (an artefact in its own way)...

This method of begging we call street performance in Europe and people make a serious living out of it......your photo is a little too much of a snap for me which is a pity because it is such an interesting subject in an Indian context - your framing might have been much better and also the position of the girl overlapping the guy is a bit of a distraction - a little more time spent exploring the possible compositions would have given you a stronger image here - but thanks for sharing - a really interesting photo.
best wishes Kev
