A TOS and Links Addition

The following line has been added to the terms of service:

"7. Identical photos (unmodified or edited) may not be re-posted except through the 'Post to Worskshop' or 'Re-Post' mode."

If you would like more feedback on a workshop photo, please create a 'Discussion' for the specified workshop image.

"Luminous Landscape Tutorials" has been added to the Links section.
