photoshop question

How do I convert a selection into a new solidly filled layer. I want it as a filled outline in the middle of a transparent layer. I can do it as a new fill layer with a mask, but that doesn't quite work.

I thought I could just make a selection and select fill with the fill tool, but that doesn't seem to do anything!?

Make the selection and fill it - you've probably just forgotten to set the tolerances on the fill, set the tolerance to 255 and you should be fine!
