It has the the flags of the twelve signatory countries of the original Antarctic Treaty: UK, Austrailia, New Zealand, South Africa, Chile, US, Norway, France, Argentina, Japan, Germany, Russia (USSR). More countries signed a follow on treaty, but the original signers have their flags at the ceremonial pole.
