Default FREE! image converting software you should check out......

For members who cannot afford PhotoShop or other Image tools, this little program does everything
you need to prepare your images for TE/L/N plus many, many more. It will also read RAW image files and batch process at amazing speeds.

Install the tiny file and run it.

Go to programs/Irfanview/irfanview 3.9x ect.ect

Now when it is running just open one of your images.
File/open........
You mentioned storing the originals on CD(Excelent
idea!)as they are very safe there and you are just
taking a copy from the cd. Any work you do with this
copy will be saved elsewhere.(Desktop=Easy to find)

Once loaded you can go to IMAGE /resize/resample
type 800 pixels as the width of the Landscape and the
height will adjust automatically.
Now the file is set for TE's required maximum
width(Landscape).
If it is an upright then enter 800 pixels as the height and the width will take
care of itself.

Accept all the other settings and proceed to FILE/
save as..( this gives you the option of renaming the
file to a recognisable name ready for TE. I usually
rename it to it's Title for TE.
Choose the Desktop for the new location, as it is quick
to find and is always staring you in the face. You can
delete it from there as the place gets cluttered
quickly and you still have the original on CD or
elsewhere SAFE.
Compression:
Save as... gives you the option of saving it in many
formats. You are only interested in (.JPG)Jpeg and you
must select this at the bottom of the new window that
opens up. At the top is where you choose to save it
to.
Give it a name and go straight to the RH side of this
same window where the MAGICAL slider is and choose a
quality setting by sliding the slider between 1-100.

This slider may need several attempts on your behalf
in order to reduce the file down to LESS than 200kb
when saved. You can start with 95% and see if it is
less than 200kb. As soon as you select this (%) then
click SAVE.
Repeating the save as... option untill you get as
close to the 200kb as possible. You will be asked if
you should relace the original file each time. Just
say yes and keep checking the new size.

A great free program that does a myriad of image+ jobs.
