Use large aperature like the max of f/3.5 that your offers at max, to isolate your subject from the back ground. f/13 is too small for shot like this, you set ISO at 400, you should have enough light, somehow you got 1/40s, it's too slow and casued you subject to blur. Your view is a little too high as well, try to get lower, get into the water if you needed to. Photography is hard work, but pay big. Keep trying.
